Evaluation Criteria
Tender proposals that meet all the requirements of this Announcement are subject to evaluation. The Organizer has the right to request clarifications that do not alter the substance of the submitted proposal.
Tender proposals are evaluated based on the following criteria:
LOT 1 — Online platform services for the provision of psychological and psychotherapeutic assistance
STAGE 1. Verification of all mandatory qualification and technical requirements on a “meets/does not meet” basis. Only proposals that meet all mandatory requirements of the Announcement will be considered for scoring: a functioning online platform; at least 5 available qualified specialists trained in evidence-based psychotherapeutic approaches; the ability to choose or change a specialist; a total of at least 4 available slots per week; the first consultation no later than 5 business days; the ability to provide up to 10 consultations per month; confidentiality and protection of personal data; compliance with other requirements of the Call for Proposals, including payment terms.
Proof of professional competence: The participant must provide information for at least 5 available specialists (full name; education/qualifications; years of experience; specialization; evidence-based approach; name of the training/certification program and the issuing organization). Copies of diplomas, certificates, additional resumes, and cover letters are not required at the time of proposal submission. Prior to the final selection of the winner, the Contracting Authority reserves the right to request supporting documents from the potential winner and to verify the accuracy of the information provided. If the information is not confirmed, the proposal will be rejected with a documented justification.
STAGE 2. Scoring of eligible proposals according to the approved matrix (maximum 100 points):
professional capability of the platform—up to 30 points;
professional selection and verification system—up to 20 points;
service accessibility—up to 10 points;
price—up to 40 points.
For the criterion “Professional Capability of the Platform”—a maximum of 30 points.
Under the criterion “System for the Professional Selection and Verification of Specialists”—up to 20 points, the evaluation will assess whether the platform has a systematic mechanism for verifying the education and professional training of specialists prior to their admission, a professional selection process, a mechanism for quality control, and a process for responding to complaints. A brief description of the mechanism provided by the Participant is sufficient for verification.
20 points — The platform has a clearly defined and systematic procedure for the professional selection of specialists, which includes mandatory verification of education, specialized training, certification, and practical experience prior to admission to work. Regular quality control of services, collection of feedback, a mechanism for handling complaints, and the implementation of corrective measures are ensured. All procedures are clearly described.
15 points — The platform verifies specialists’ education, qualifications, and professional experience before allowing them to begin work. Mechanisms for quality control and responding to complaints are in place, but some procedures are not sufficiently detailed or systematic.
10 points — Professional selection and verification of specialists are carried out only partially, primarily based on documents or questionnaires provided by the specialists themselves. Procedures for verifying specialized training, quality control, and handling complaints are described only superficially or are applied irregularly.
For the “Service Availability” criterion—up to 10 points—evaluate the maximum waiting time for the first available consultation that the Participant is prepared to guarantee. The maximum allowable waiting time is 5 business days. The best guaranteed timeframe receives a higher score. The stated timeframe is included in the framework agreement.
The maximum waiting time for the first available consultation, which the Participant guarantees from the moment an employee of the Organization submits a request, is evaluated.
10 points — consultation is available within 1–2 business days.
7 points — consultation is available within 3 business days.
5 points — consultation is available within 4–5 business days.
A wait time exceeding 5 business days does not meet the technical requirements. The timeframe guaranteed by the Participant is specified in the framework agreement.
LOT 2 — Services for Conducting Psychological Support Activities
STAGE 1. Qualification Screening (“Meets / Does Not Meet”).
Only proposals that meet all mandatory qualification and technical requirements of the Announcement will be considered for scoring, specifically: proper registration and authorization to provide services; at least two qualified specialists (primary and backup) with relevant education, professional training, and experience in conducting group events for adults; use of evidence-based approaches; offline events in agreed-upon cities and the option for an online format; adherence to confidentiality, psychological safety, established deadlines, and 100% post-payment terms. Experience working with teams from NGOs, humanitarian, and social organizations is desirable but not a requirement for eligibility.
The participant must provide information on the qualifications of the primary and backup specialists in a standardized table. Copies of diplomas and certificates are not required at the submission stage. The contracting authority reserves the right to request these documents from the potential winner prior to the final decision and to verify essential information. Failure to confirm essential information may constitute grounds for rejection, with a written justification.
STAGE 2. Scoring of eligible proposals—maximum 100 points (quality—60, price—40).
3. Quality of the proposed approach to conducting the events—up to 20 points.
Anti-Corruption and General Conditions
