Deputy Chief Accountant

A significant proportion of the Organisation’s activities is carried out within the framework of international technical and humanitarian aid projects and involves working with various sources of earmarked funding, a substantial volume of financial transactions, source documentation, banking operations and financial reporting.
We are therefore seeking an experienced Deputy Chief Accountant who will ensure the high-quality management and oversight of accounting and tax records, participate in organising the work of the accounts department, and support the Chief Accountant in maintaining the Organisation’s accounting system and internal control framework.
We expect the candidate to have:
- a degree in accounting and taxation, finance or economics;
- at least 3 years’ experience in accounting; experience as a senior accountant or deputy chief accountant would be an advantage;
- a thorough knowledge of Ukrainian accounting and tax legislation;
- practical experience of dealing with VAT and tax returns;
- experience of dealing with banking transactions, foreign exchange transactions and ‘Client-Bank’ systems;
- practical experience of handling source documents and organising the accounting document workflow;
- an understanding of the specifics of settlements under civil law contracts and working with sole traders;
- an understanding of the principles of accounting for grants, charitable donations, earmarked funding and transactions involving various sources of funding would be an advantage;
- experience of working in non-profit or charitable organisations and/or international technical or humanitarian aid projects would be a significant advantage;
- experience of working with internal policies, procedures and accounting guidelines;
- Proficiency in BAF, Excel, M.E.Doc, Vchasno, the taxpayer’s electronic portal and other tools necessary for accounting;
- a high level of responsibility, attention to detail, a systematic approach and organisational skills;
- the ability to organise one’s own work independently, meet set deadlines and interact effectively with various teams within the Organisation.
Main responsibilities:
- Accounting and tax accounting — participating in the organisation and maintenance of accounting records; ensuring the accuracy and timeliness of recording business transactions; verifying source documents; participating in the preparation of financial, tax and other statutory reports; participating in reconciliations, stock-takes and the closing of accounting periods.
- VAT accounting — managing and monitoring VAT transactions; preparing and verifying tax invoices and adjustment calculations; ensuring their timely registration; assisting in the preparation of VAT returns; analysing the tax implications of business transactions, in particular those relating to the free transfer of goods and services as part of charitable activities.
- Banking operations and cash flow — preparing and processing payments; handling bank statements and recording them in the accounts; verifying payment documents for compliance with contracts, source documents and established approval procedures; handling foreign exchange transactions and reconciling bank balances with accounting records.
- Source documents and accounting document flow — verifying that source documents are correctly drawn up, ensuring they are received in a timely manner and recorded in the accounts; liaising with relevant staff and other departments within the Organisation regarding the receipt and clarification of necessary documentation.
- Internal control and compliance with procedures — monitoring accounting transactions for compliance with legislation, accounting policies and the Organisation’s internal procedures; identifying accounting and tax risks; participating in the improvement of the internal control system and accounting processes.
- Working with international donor requirements — ensuring compliance with applicable donor requirements regarding accounting, the preparation of source documents, the execution of payments and the maintenance of accounting records for international technical and humanitarian aid projects.
- Audits and inspections — preparing accounting and financial documentation for external and internal audits, donor financial inspections and other control measures; participating in the preparation of responses and explanations to enquiries from auditors, donors and regulatory authorities; participating in the implementation of recommendations arising from the results of inspections.
- Development of accounting processes — participating in the development and updating of accounting instructions, procedures and control mechanisms; preparing proposals for optimising accounting processes and document flow.
- Supporting the Chief Accountant and organising the work of the accounts department — helping to coordinate the day-to-day work of the accounts department and ensuring that accounting procedures and tasks are carried out on time; promptly reporting any errors, risks and non-compliance identified; acting as a stand-in for the Chief Accountant during their absence, within the scope of the delegated powers.
