Tender proposals are evaluated based on the following criteria:

  1. Compliance with Qualification Requirements — the Participant’s compliance with the qualification requirements specified in this Announcement — compliant / non-compliant.
  2. Compliance with technical requirements — whether the proposed goods comply with the specified contents of the first-aid kit, quality and product compliance requirements, expiration dates, labeling, and other technical requirements of this Announcement — compliant / non-compliant.
  3. Economic Advantages of the Proposal — the total cost of the proposed goods is evaluated, taking into account the terms and cost of delivery to the locations specified by the Organizer. Preference is given to the most economically advantageous proposal among those that fully meet the qualification and technical requirements of this Announcement.
  4. Payment Terms — the Organizer evaluates whether the payment terms proposed by the Participant comply with the basic terms specified in this Announcement.

When determining the most economically advantageous proposal, the Organizer takes into account not only the cost of the goods but also the delivery costs associated with their purchase. In the event of proposals with similar costs, preference may be given to the proposal that provides delivery terms more favorable to the Organizer, in particular, the inclusion of delivery costs in the price of the goods or delivery at the Supplier’s expense.
