The All-Ukrainian Charitable Organization AUCO Convictus Ukraine (hereinafter referred to as the “Organizer”) announces a competitive tender for the procurement of paper hygiene products, household chemicals, household goods, disposable tableware, stationery, office paper, office equipment, food products, as well as children’s goods (creative materials, books, toys, etc.).

AUCO Convictus Ukraine is a non-governmental organization operating in Ukraine since 2006 and is part of the international Convictus network working in Sweden, Estonia, and Ukraine. The organization has over 18 years of experience implementing programs in public health, humanitarian assistance, and social support in cooperation with governmental institutions and national and international partners.

Source of Funding

The tender is conducted within the framework of all current projects of the Organization as of the date of announcement, as well as future projects to be implemented during 2026, including:

  • sub-grants provided under programs of the Global Fund to Fight AIDS, Tuberculosis and Malaria;

  • programs of the U.S. Centers for Disease Control and Prevention (CDC);

  • projects supported by UNFPA Ukraine, International Medical Corps, GIZ, Norwegian People’s Aid, SOS Children’s Villages Ukraine, ISAR Ednannia, AFEW-Ukraine, Medicus Mundi Mediterrània, ING Bank, the European Union, and other donors supporting the Organization’s programs.

Technical Requirements and Scope of Procurement

The procurement is divided into four LOTs in accordance with Annex 1 to this Announcement (bidders may apply for all four LOTs or for any individual LOT, provided they can ensure delivery throughout Ukraine):

LOT 1: Paper hygiene products, household chemicals, and household goods.
LOT 2: Children’s goods, toys, creative and development materials, and various creative kits.
LOT 3: Stationery, office paper, and office supplies.
LOT 4: Food products.

Logistics and Delivery
The Supplier must ensure delivery of goods across Ukraine. Specific delivery addresses and volumes will be determined by the Customer at the order stage.

Labelling and Origin of Goods
Goods must be labeled in the state language in accordance with Ukrainian legislation. Goods must not be manufactured in, originate from, or be supplied from the territory of the aggressor state (Russian Federation) and/or the Republic of Belarus, nor contain components of such origin, unless otherwise expressly permitted by Ukrainian law.

Delivery Costs
Delivery costs must be indicated separately and provided for information purposes only. Prices in the tender proposal must be stated without delivery costs unless otherwise specified in writing by the Customer.

Composition of the Tender Proposal

The tender proposal must be submitted electronically and include the following mandatory documents:

  1. Tender (price/commercial) proposal in the format of Annex 1, including the list of goods, specifications, unit prices, total cost (with indication whether VAT is included), and the LOT number(s) applied for.

  2. General information about the Bidder in the format of Annex 2.

  3. Documents confirming compliance with qualification requirements, including:

    • state registration documents;

    • proof of experience supplying similar goods during the last three calendar years;

    • statement on material and technical capacity and organizational capability to fulfill the contract.

  4. Confirmation of signatory authority, such as an appointment order or power of attorney (for legal entities).

  5. Optional documents (recommendation letters, presentations, or other materials deemed relevant by the Bidder).

Evaluation Criteria

Only proposals that fully comply with the requirements of this Announcement will be evaluated. The winner will be determined based on price comparison and compliance with technical and qualification requirements. The Organizer reserves the right to request clarifications that do not alter the substance of the submitted proposal.
